Using paper towels, pat the beef roast completely dry. Season with salt, pepper, thyme, and rosemary all over.
In a large skillet, heat the olive oil over medium-high heat. Add the beef roast and sear for 2 to 3 minutes on each side, or until well-browned on all sides.
Place the sliced onion and crushed garlic cloves in the bottom of a 6-quart slow cooker.
Place the seared beef roast on top of the onions and garlic.
Pour in the beef broth and Worcestershire sauce.
Cover and cook on LOW for 6 to 8 hours, or until the beef is fork-tender.
Remove the beef roast from the slow cooker and place on a cutting board to rest for 10 to 15 minutes.
Strain the cooking liquid into a medium saucepan and bring to a simmer.
Whisk together the cornstarch and cold water in a small bowl until smooth. Whisk the cornstarch mixture into the simmering liquid and cook for 1 to 2 minutes, or until the sauce has thickened.
Slice the beef roast thinly against the grain and serve with the gravy drizzled over the top.
